The HRS4R process is about introducing and enforcing the rules presented by the European Commission in the European Charter for Researchers (...Charter) and the Code of Conduct for the recruitment of researchers (... Code). These documents safeguard the best possible working conditions in the scientific community. The implementation of the principles contained in the Charter and the Code increases the attractiveness of the Institute for highly qualified researchers.

The European Charter for Researchers and The Code of Conduct for the Recruitment of Researchers

The distinction of "HR Excellence in Research" is assigned to scientific organizations providing an optimal working environment and can be a decisive factor in taking up employment in a given institution. At present, this distinction has been awarded to 411 institutions in Europe, including 42 in Poland.

  • On August 25, 2017, an initial meeting was held regarding the implementation of HRS4R at the IHAR-PIB. The meeting was attended by the Directorate, lawyer, 2 professors and representatives of the administration.
  • On October 4th 2017 the Directorate appointed the Team for the implementation of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (HR Excellence logo), which included 13 people representing researchers and administration.
  • On October 9, 2017, the Declaration for implementation of the Human Resources Strategy for Researchers (HRS4R) was made.


On November 23rd 2017, the European Commission confirmed the adoption of our Declaration and set a one-year deadline for the preparation of the Institute's strategy (November 23, 2018).

Endorsment letter

  •  On March 26th, 2018, a seminar was held for all the research workers - "HR Excellence in Research"
  • On May 5th, 2018, the results of the Survey from the IHAR-PIB research workers were obtained, the result of which will be transmitted in September 2018.
